The Nepotism of and money Laundering of Romania

Radu Mazăre the mayor of Constanța, Romania took bribes and so did his brothers from Israeli businesses. Radu was a mayor for 15 year and was known for throwing outrageous parties, dressed up like dictators for carnivals posed on the cover of Playboy with 3 women. He gifted contracts in the millions to Shapir Structures SRL, a subsidiary of Israeli construction giant Shapir Engineering and Industry Ltd. Radu and his brother Alexandru have Israeli bank accounts where their bribe money was stored €95,000 to Radu and €85,000 to Alexandru. This would build up to over €1 million. But how did they have Bank accounts in Israel?

Shapirs representative Avraham Morgenstern was convicted of tax evasion but fled the country. The liaison in the case was Emilian “Elan” Schwartzenberg, an Israeli who lives in Israel but used to live Romania where he ran a media company. In total, €1.3 million -- including the $175,000 in alleged bribe money -- passed from the accounts of Radu and Alexandru Mazăre to the account of their brother Mihai, who transferred it to his company called Ocean Dunes SARL. That money was used to build the first bungalows at a Madagascar resort. Radu fled there after there was a warrent out for his arrest, and he asked for political asylum.

Radu leased a 17,400 square meter property for 99 years. In 2013 Mihai who had set up Ocean Dunes SARL transferred the assets to Casemont Trading SA which was owned by Schwartzenberg. Radu Mazăre got to keep on bungalow based on his €95,000 "investment" which was Schwartzenberg's money in the first place. Basically the Israelis got Romanian politicians to award their companies tax money and used some of those profits as bribes and to buy property in Madagascar. It had a lot of visitors from Romania including Prime Minister Olivier Mahafaly Solonandrasana, and Roland Ratsiraka the Minister of Tourism.

But wait there is more. The money that went to Avaham Morgenstern so that Shapir Structures SRL could build houses in Romania, didn't go directly. It passed through two Cyprus companies, Larton Consultants and Comrad Leasing Ltd. via fake contracts. The bribe money given to the brothers was also routed by Larton Consultants through a British Virgin Islands firm called Melici Management Inc. Schwartzenberg claimed that oh that was for a different deal. Radu and Alexadru transferred €1.3 million into their brother Mihai’s Israeli account, who then used a company to buy land and later signed that away back to Schwartzenberg. Radu's girlfriend is a Romanian woman named Roxana Mihalache. Her mother Ileana Mihalache just so happened to become a manager at the Madagascar resort. Schwartzenberg's lawyer is David N. Shimron, Benjamin Netanyahu's cousin and lawyer. He is part of the corruption charges against Netanyahu try to create a $2 billion deal buying German patrol boats and submarines.

Radu would finally be captured in 2019 but would not serve his 9 and 5 year sentences, he is as of May 2024, out on parole. In addition to all of these bribes he also took bribes in the Polaris case. Messing with the US was his downfall.
