My latest theory is JE does not work for any or all of the Intel agencies of many countries. They work for him. He could possibly be a member of the ruling class above any government or Intel agency. I think the banking bloodlines are the next higher level of the power structure. I think he could be either a member of this level of the structure or they are his masters. He is still alive and GM is not in prison.
